What's the lowest effort/cost way, end to end, for a Linux server to send notifications to an Android phone?

I'm open to email, sms, app push, whatever. Anything that doesn't involve significant operating costs (e.g. a second cell line) or writing a lot of code (custom app and server) is preferable.
