Judging by what's happening in Oz, I rather think not.
It would take total non-compliance of all big business, big tech, and local governments in addition to the citizenry at large. Then we wouldn't go "back to normal" but beyond to a new normal where gov't bullies (the ones that still exist) knew their places.
