With the new culture mechanics I feel the game's minimum requirements for IQ have gone up by like 20 points, definitely surpassing my level.

nah. play a save for a few hundred years on easy. learn your way around, figure out mechanics in a setting that encourages growth

and then never do anything else besides ironman on hardest possible difficulty again

The only downside to that is having to delete 100 save games when the version changes.
