hm. I like to talk about the collapse a lot but I feel like taking a bite of some humble pie. Mega-states rarely form immediately; rather, they start as economic and defensive diplomacy between multiple state actors and with time the power within that federation that is created is let loose, and once let loose cannot be bottled again.
If the US breaks, taking things like Bolivarian South America (Bolivar never succeeded in making the Federation of the Andes, but did leave Bolivia and Colombia with shared political futures through constitutional agreement) makes me think that the big ideas that people are discussing now might not ever come to fruition, because they're just too perfect and do not take into account the reality on the ground. I could very well be doing that with my state nationalism theory. So let's look at it another way...
Arizona relies heavily on California for water, despite being so politically opposed to California. I do not know that Arizona would be in a position to build up relationships with Mexico or other Colorado River states, to ensure they can get a share of the water -- especially given how water rights work in the West. But of course Arizona would never submit in a political way to California, so instead you would just see Arizona re-create their water deals, and take whatever bullshit California throws at them to ensure they continue getting their needed water. Oregon, on the other hand, considers it distinct from the region from Vancouver WA to Eugene OR, and I could see the Bundy supporters in OR and CA form minor states that immediately form economic relationships in what we would consider Greater Jefferson.
I put too much stock in the Coastal influence -- their cities may be heavily populated but they would have to do some pretty shitty things to hold onto more than the Fresno Valley for the food production such a Los Angeles-San Francisco city-state would require. Sometimes I think that Fallout got it right with just how divided their world became, with powerful and resourceful regions of California remaining under the Republic of California, but dozens of smaller states tearing away its general size.
