Just didn't get this new amateur radio law.

There are three levels of licensing: A for VHF and UHF, B for A + HF, C for additional power. Normally you get A for VHF and UHF, then you get B for all bands, then get C for 1KW shortwave.

The new law reduced the shortwave power limit (B) from 100W to 15W, but for people like me who got their license before this new law, we can still use 100W. I just can't figure out why. Everything else is the same (C can still use 1KW).

Also, the licenses are for humans. You need a separate license for your devices. The device licenses are now needed to be approved by national agency if you want more than 15W, which takes 3 to 5 months instead of good old 1 month.

It looks like nobody (HAMs) knows why the law changed in this way.

Now I'm feeling threatened.
