Several years ago they did the same thing to github. They banned github, and made a Chinese fork called gitee.
And the most ridiculous part is: You want to publish a project? Get approval from the government first.
Maybe several years later in China, you might need to fill a form whenever you want to pull a docker image.
Stupid.

That's the case for 90% of the government-related bans anyway.
