Is there any talk, when it comes to helping Ukraine rebuild its electricity infrastructure, of trying to work in some solar & microgrids for future resilience?

@undefined @drvolts I have to look up an article I read a few weeks ago on how decentralization and strengthening of local governments in Ukraine helped in the struggle against Russia. The author would probably know much about this. Also, should I ask an expert on energy who now spends most of her time delivering aid there?
