What small steps does a neighborhood take to organize, become more resilient, and ultimately become #solarpunk?

I’ve read cityrepair.org/ & I’ve even seen their intersection paintings in person in Portland (although there wasn’t anyone around to talk to about them.) I don’t doubt the impact of a shared sense of ownership over community art, but I’m hoping for more concrete ideas. And projects that I don’t have to spend a ton of time campaigning/convincing for, either.
