Based on how people react on social media, I have concluded that I could walk around with a circle-A flag and they would have absolutely no idea what it means.

Or maybe a black flag and then I guess they'd think I'm trying to be a pirate? This is the advantage that tankies have for épater les bourgeoisie: due to an age of imperial propaganda everyone recognizes what a hammer-and-sickle is.

Is the hammer and sickle brand recognition useful for anything though?

Like if you go to a local council meeting advocating for a new bike path wearing circle-A people might think you like Avril Lavigne or something, while with a hammer and sickle I don't know where the "bad outcome" scale ends...

It depends on whether you're wearing any of these symbols just because you believe in what they refer to, or to shock people. If you want to shock people the hammer and sickle is probably better (and part of actually shocking people is a higher chance of bad outcome).
