Making some fraction of the money be awarded by lottery might be a pure upgrade of the system... just keep some quality gates. Probably also some limit on how many proposals you can submit, but the exact rules could be tricky if you want to balance out the chances of groups that are already rich.

More seriously, the day we can fairly and accurately rank all science proposals will come some time after society has developed to the point that all Italians agree on which is the single best pasta dish :p
