@tripu What/where is that? My first thought would be that the remaining 16.8% is something like "not clear cut", but I don't even know what the context is, or if that's even your question 🙂
Yes, it was purposely vague. And easy (searching the quote verbatim would give you the answer). But since you asked, I think the remaining ~17% would be “grandparents, siblings or other relatives or guardians, or health workers”.
