If you let anyone who says they're a doctor to practice medicine, you reduce, not increase, good health outcomes. Valley Forge is famous because the rag-tag troops finally got trained by von Steuben into a deadly army during a brutal winter in Revolutionary America. Discipline increases favorable outcomes.
