Income tax is far simpler & cheaper to administer in comparison to sales taxes.

Sales taxes add a new level of obfuscation & complexity to the administration of taxation. Enforcement becomes hard due to that complexity.

The tax credits behind the administration of sales taxes increases tax fraud. Corporations evade taxation by misreporting the value of goods & services.
The rich get tax credits because they can afford the paperwork.

In theory it may be true that income taxes can be far simpler and cheaper to administer, but in practice we see that as set up, governments tend to choose income tax policies that are far from that ideal.

There's no real point in talking about ideals of either type of tax here since I'm positive governments won't be hitting that mark either way.
