@jessecoynelson so I always want to emphasize the difference between the population and the government, so same as if you talked about the US or Britain or any other country.

If you were to say any of those wanted something in particular, I would assume you're talking about the people that live there unless you specify the government.

But that's just me, that's just how I use terminology based on my personal preferences and things I want to emphasize, so I appreciate that you might use words differently.
