There is no dysfunctional, incompetent bureaucracy like California bureaucracy.

I'm trying to renew my DMV registration online. It says the numbers I put in are incorrect, but I'm looking at the official forms and they're correct. The phone system robot sends me into a loop and won't let me renew. There is no phone number for a person who can troubleshoot it. I'm going to mail a check and a hand written note and hope for the best.

Earlier this year, I tried to set up paperless billing. It wouldn't accept my application. Somehow I found a person in their tech support department who basically said "yeah, sometimes I just does that. It's been like that for a while. Nothing we can do." I asked if, since they are on the IT team, could they just manually add me. "Nope. We don't have access to do that." I asked "who does? Can I get a number for them?"
"No."

These people get good salaries, pensions, health care plans, job security...to be this bad?

Yeah, so the OP is just me venting at yet another bloated, ineffectual, inept, unaccountable California agency. (This describes all of them, from my experience.)

But...why? How does this continue? Everyone has the same complaints, but why is no one at these agencies ever held accountable?

The biggest question is what can we do about it? I suppose I can write my representatives and complain, but it's not like this is new. DMV has been a disaster for as long as I can remember.
