It's difficult to work out which addled brain came up with this idea: Trump's or Musk's. Dunno but I suspect something like Musk's pouring crap into Trump's leading to Trump saying something incoherent which Musk chose to interpret in this way.
Musk's a troll, so he does things to get attention/reactions.
