I am beginning to think that there are no good governments: there are okay governments and horrible governments. The okay governments do not owe their okayness to their structure as such, but because they are mostly run by people of goodwill.
Laws are worthless if they are not enforced, or if they are enforced selectively. Public services are hollow if nobody performs them. Words are lies if they are not proven by deeds.

@kerravonsen The problem with relying on people of goodwill is that it's unstable, unsustainable. It's likely the next office holders won't maintain that same level of goodwill.

Better to set up incentives so that people are incentivized to do the right thing, even out of selfishness.

At that point goodwill becomes a bonus, but not a requirement.
