This is interesting as one of the courses, does cover the different people involved in bullying so you have the victim, and the bully (or bullies) but there are also other people who perhaps are there, hear / see what is going on and don't act, they are also part of the solution in that we need to help them to intervene in the correct way OR ask for help to do so.
If nothing else they are witnesses to what is going on, one thing you could do is walk up to the victim, talk to them and try to get them to go with you, away from the situation they are in, that way you are removing the isolation.
It is about confidence, you and the group you are with could ask the bully to stop then take the victim away somewhere safer.
I will need to read up on my notes, but getting involved does require some degree of confidence, and assertiveness on the part of the bystander.

It is a complex issue, hence it is suggested a whole school approach,teachers need to listen and act, (as they would in a safeguarding disclosure or concern situation) I would assume teachers in the US are trained in child protection and report concerns about a child or act if a child tells them something.
