If I understand things, Hamas HAVE put a proposal forward and it is Isreal that is dragging it's feet over peace deals

The USA blocked out vetoed the early UN ceasefire resolutions.
That was #GenocideJoe selling arms to Israel.
Hamas also agreed to a deal made a while back which Israel nixxed. They recently requested that deal be honored @zleap. Israel's JOB for the people who allowed it's creation is to clear the indigenous land-owning people out of the way for a middle east war for petro products and palestinians are in the way, so they all must die, or leave, per the Zionists.
