We don't have cartels as such in the UK, we do have gangs and in London for example some gangs control a certain area and others a neighouring area. Hence gang violence when they clash.
Now I don't know much about Mexico, but assuming a similar situation with various cartels fighting each other, as they are all mexican (I assume) declaring war against them works both ways, they declare war on you, now if they decide to join forces, that would be a very large group of people you have decalred war agaist.
I do not condone violence, but if you awaken the beast, expect a fight.
