Many graduate students are funded by NSF grants, so a massive NSF budget cut means fewer students.
I just met an American master’s student at Oxford who’s interested in pursuing a PhD in marine science. I advised against returning to the US even though we have some of the best programs. 😩

Plymouth Uni in Devon does marine science I think, and there are several organisations also undertaking marine science research.
