We should ban people from making huge gains from total failure, sort out the rail system and stop prosecuting people for simple errors due to an over complex system.

A person wearing a Burqa does not directly impact me personally or professionally, expensive train tickets does impact me directly.

Time for people to get priorities in order, People want to walk the streets in safety, not be in total fear of being attacked by feral members of our society, shopkeepers want to go to work without fear of shoplifting, as for thosw who do shoplift due to being desperate, we need to improve their lives so they don't feel the need to resort to theft.

As for the question, if people can wear a burqa then, in the interest of equality allow women to be topless, as men can be topless.

It has to work both ways.
