@2ck@mishari A CLA makes such license changes easier; it's neither a precondition (a project could go from a permissive license to proprietary without one; just all new code would be nonfree) or use it for a reasonable change (eg to go from the GPL incompatible OpenSSL license to "OpenSSL or GPL3+").
