Possibilities...

1. All of the participants are actors and the entire video is a carefully scripted production, with all of the shadows put in during post-production. (Like a Hollywood movie)

2. There is a laser projector off to the side of the table (to the magician's left) and that laser projector is projecting the shadows onto the table from a prerecorded video, and all the participants are actors who are moving their hands in sync with that prerecorded video.

3. There is a laser projector as stated above, but there is also a camera directly above the table that is looking down at the hands of the participants and processing that image to create a video image realtime for projection onto the table from the laser projector.

(The laser-projected image can be manipulated to create the illusion of the shadow delay.)

Note how high the woman holds her hands throughout the video, never getting too close to the table. This may be so that her hands don't block the laser light from the projector.
