No, it comes from a slang word meaning aware of racism. It was picked up by academia and now it's used by the general public.
Racists use it pejoratively because, well, their racist. But everyone else uses it simply to describe someone who is anti-racist.

I wasn't sure if you were kidding or not.
The word is well known here in the US, but recently the racists are aggressively trying to turn it into a pejorative, which it's not.
