it will achieve though that the kid just hides the "evil" better next time, and that it learns that beating others on made up rules - because anything not in direct defense is made up - is ok. effectively being the same as just beating for fun.
consequences - of course there should be consequences to shit behavior. beating is literally the most bullshit way achieving nothing.
also don't lie to yourself, everyone gets a hard-on beating others. power to inflict pain is the favorite drug of the ego, all the better if you can justify it to yourself doing it.

I wonder if those kids in that London school who beat the black child up got kicks out of what they were doing? They clearly think that is acceptable behaviour.

The investigation in to this HAS to be robust, and any punishment needs to be PROPORTIONATE or it will send the WRONG message.
