I thought it was because Vespasian was heavily subsidizing putt-putt cars and impeding the transition to electric cars by banning charging stations near pubic marketplaces.

He also set the price of parking to a 5 denarii/horae fee for lot and a 1 Quinarii/horae fee for curbside parking. This prompted the need for the majority of Romans to return to using the less expensive, although often stolen "park anywhere" chariots or using slow, overcrowded public carts or to walking.
