If you are outdoors in a cold polar region during the day what will keep you warmer?

Details: The color is on the outside, the inside you can assume is a neutral gray for simplicity.

My guess

If the surrounding is full of snow, most of the incident light is hot sunlight, you want to absorb. So that means black. If there's no snow a lot of your surroundings is very cold, and you loose heat radiating to the rocks, making white the better choice.
That fits with the white polar bear you mention, guessing it's hair is better at conducting the visible, hot light, than the cold infrared.
