Basically managers are not a peer because a peer (which has many meanings) in this context is:
a person who is of equal standing with another in a group
So answer is: no
@Acer Perhaps peer is not the right word (maybe I'd like to check with you).
Peer might not be used or suited for this context.
For example "co-worker" seems better for writing or categorising another person etc, not really peer (especially as a manager)
co-worker (just for another example) is
an associate that one works with.
