Tech Trees sometimes assume incorrectly
1 - focused on what 'should' happen instead of allowing some time and organic space to see what happens or allow those doing the work to reflect / improve or innovate according to themselves...
2 - Tech trees also can wrongly assume 'natural progression'...
So both opinions can be according to one person (dictator type for example) or select few people (consortium / profit-only minded)... instead of actually innovating or allowing people to do their own thing *as general as that sounds). It's important for innovation to have some elements of these things sometimes too black and white.
