Pro tip: judge a town by how friendly and healthy its stray animal population is. If they are happy and friendly so are the people, and you are probably safe.

Since ive been in Egypt's Sinai Peninsula every single cat and dog has been so friendly. They come up to me and want pets, cuddles, and of course food. Thry never seem scared or overly cautious, and while they may be a bit on the skinny side they mostly seem pretty healthy for strays. It is no surprise the people are friendly and if you stop on any curb or random bench to sit it wont be long until the closest egyptian will be offering you a free tea while you wait. They truly are a lovely culture here.

Dubai is an Arabic country and they almost have no strays. Plus, having a pet is a pain.

I don't know which is your definition of "friendly to people", but taking your example they also sometimes serve free tea while you wait at the souks. 😉
