@mur2501 People have places to get to and families to feed. Govts' apathy can't be transferred down to the citizens who must rely on whatever little means they have.

Never blamed the people neither can blame the government much cause at the end for Mumbai there seems to be no more room for expanding anything unless you destroy something first.

Double decker trains would actually reduce the capacity more as they will increase the seating space. In the area of one seating place there can stand 8 peoples.
Also double deckers are impractical cause this is a local train so there are stops at small distances and people would prefer to be near the door to get off on their stop.
