@sergeant The mobile app needs to have support for it, most go by the standards set by vanilla Mastodon. Unless they also support other instance types like Akkoma, MissKey and such, then maybe they will have it available for you as well.

The whole layout is just plain text, a comment with a link. It gets prettified on the quotetoot-supporting instances into what you interpret as quotetoot.
