It also involved #CentralBankers, financiers in #UK and #USA including the #BankOfEngland, and #industrialists that wanted to exploit #Europe's resources, including #oilMerchants like the #BushCrimeFamily.
Today many make a mistake of calling these industrialists '#capitalists'. They are not 'capitalist'. When corporatists merge with govt, that's '#fascism'.

But when we elect *and reelect* the government representatives who push for this stuff, that's not fascism, that's democracy.
It's our fault for electing these people.

They don't need to be "promoting businesses", they just need to profit by them.
The first 85 minutes of Rich Man's Trick by Francis Richard Conolly (2014) are very informative on this topic.

Government melding with big business is what fascism is. The rest is theatre, ie.the way they do it without people rising up en masse. Ie. it is often *characterised with race-baiting, control of media, and divisive politics but they are to create a false sense of unity. Ie. hating #minorities is a means to consolidate more wealth, power and thus control over people.
Such methods were refined over the 20th century, see #edwardBernays and #SigmundFreud.
