We need to decide what we want in our society, we either tie the hands of school staff / adults in fear of being prosecuted for even shouting or breathing on a child OR in the case of assults. Teachers need to have the power and authority to act accordingly, haul those who were doing this away, drag them in to the heads office, tell them their behaviour is NOT acceptable and call the police, and parents.
Rather then listening to pathetic excuses or pretend tears of remorse, they should be made to explain their actions in FULL. If they disclose abuse then that is a different situation otherwise they should face the wrath of the system.
Schools need to be a place of safety, you can make the school culture one where people understand and respect each other, but it requires a whole school approach, pro active staff around the grounds, areas where bullying can take place are areas hidden from view, away from cctv etc, so proper patrols, and respect for teachers is essential. As is a culture where a child can report propblems or worries knowing something WILL be done, and they don't need to worry about them being in trouble.
A tactic of a child abuser could be they will tell a child they can go to prison if they disclose the abuse, so that then is emotional abuse and keeps themn quiet until probed further.
Teachers need the back up of the whole community, it is a community approach (this is from a anti bullying course)
In schools teachers have a duty of care, I did a course on positive handling and if a school has a 100 percent hands off approach, they could be liable for prosecution. It has to be proportionate.
Given the way some adults behave I would back spare the rod, spoil the parent any day.
