@nergal if you could achieve a nonprofit status like a US 501.3c or whatever the equivalent in your country, you can be donated to by persons of means or companies with whatever tax benefits that gives them. Even if not, if you show that your goal is to heal some class of persons, then even without tax benefit some will be sympathetic to the cause and donate and help. Companies regularly upgrade hardware that is still quite viable and useful, poerhaps needing new batteries or other minor work. Decide what you really want and you can do it.

@nergal if that is your market, then perhaps you need go more of a not-for-profit route regardless of the price. With the aim or providing the person with a machine, gratis. There are other organizations that do this as part of their mission. "Computers for Kids" is one that focuses on getting machines to school age kids so they can do homework and such. There are female based organizations like "Gems" that I know provide appropriate clothing for women to go on job interviews, they might also help with computers for doing resume work. Either crowdfunding or perhaps a pay it forward kind of thing could get you the component hardware that you could either build from and install whatever software you deemed appropriate to serve the needs of those living on $200 a month.
