How could C++ offer Memory Safety?

I don't understand this in reference to computer science, but before you tooted this I had thought of the before-and-after phrase, "Cloud Atlas Shrugged".

Both of them being complex works dealing with human nature, yet diametrically opposed in their philosophical conclusions.

@Pat Atlas was just confused by the concept of C++ and Memory Safety. This is why Atlas Shrugged.
