Indeed the QOTO groups server runs as its own server and is not in any way integrated directly with QOTO, it exists on the domain groups.qoto.org instead.

It is the only open-registration moderated group server on the fediverse that I know of (guppe is unmanaged), in other words, groups have owners that can ban people from the groups.

Anyone who wants to run a group is welcome to create an account at the server (the account IS the group so pick the account name as the group name). No need to be on mainline qoto or anything, it is open to everyone!
