Because the user has has utilized personal ban-evasion and harassed our users en masse. After days of talking to him he refused to do so. when a personal account would block him he would create a new account to bypass the block and continue harassing the person.
We have a policy of banning the user's accounts on-sight as a result.

Не знаю правда, чего freemo на него так взъелся: мне кажется если его игнорировать, он сам успокоится, а от банов только больше петушится. Впрочем, позиция zlax с доёбами до мимоюзеров тоже не ясна: ну говноеды, ну и хуй с ними, зачем тратить на них время, чёт там регать?

the reason i am upset with him to the point of banning is largely the extent at which he has harassed users.
The original infraction was me discussing with him a topic that I no longer wished to discuss, I asked him to not continue the conversation with me, though he was free to discuss the topic as he wished with others or publicly, just not to tag me into future posts on it, as I was done.
He refused over the course of many days, a personal mute wasnt enough as he used multiple accounts to tag me. At that point it was upgraded to a server-wide mute and then ultimately outright ban.
At that point he had again continued to use multiple accounts not just to tag me but now other QOTO users who likewise did not welcome it and would not leave them alone. It has been so many users he has done this to I have lost count at this point, dozens, maybe even hundreds. so we continue to ban him.
Simply ignoring him is usually how I would approach this, and originally did. But when someone just creates one account after another when you refuse to talk to the person or engage them, effectively evading your mute, then that tactic does not resolve the issue for either me or our users. As such more extreme measures were needed.
