德國外交部的公告:
「在某些情況下，即使已接種疫苗的旅客，就算持有疫苗接種證書和綠色二維碼，也可能因 IGM 抗體檢測呈陽性而在入境後被送往醫院隔離數日，並每天接受進一步檢查和各種檢測。這幾乎無一例外地發生在上海，無論您接種的是德國批准的一種疫苗還是中國疫苗。檢查通過其他機場入境是否是替代方案。當地衛生當局的程序，特別是新的血液檢測，在這種情況下並不統一，應參考出發前提交的疫苗接種文件進行詢問。

最近幾週，中國當局在沒有與我們進行任何官方溝通的情況下，居住在中國並接種了中國疫苗或外國疫苗的外國公民，或是在前幾個月克服了 COVID 19 並在隨後接種疫苗的人，於抵達中國3-4天後，在非自願或沒有達成共識的情況下，被要求住院治療。
外國人抵達機場後，他們在機場進行血液檢查，如果抗體測試因為疫苗接種的結果高於中國衛生當局訂定的數字，則中國當局會讓外國人簽署一份沒有翻譯成英文的中文文件，然後強迫住進醫院。
在醫院裡，他們做了更多的血液檢查和 PCR，以及胸部 MRI 和一些額外的侵入性檢查，測試的結果既不給予本人也不會通知內容。中國當局只告知需要合作 3-4 天。
在醫院裡，衛生紙、毛巾、任何你需要的衛生用品以及瓶裝水，你只能通過微信支付。他們不接受現金或信用卡付款。
上海市外辦對收到的任何詢問不作答复，按慣例也不提供電話答复。
無論是被要求住院的人和西班牙駐上海的總領事館，都沒有被告知這種令人驚訝和不道德的做法，也沒有被告知最低抗體水平數值為何。也不知道中國當局是如何選擇這些人的。
