The time tag in HTML didn’t make any Appearance change in the text, but why people still using them?

The <time> tag defines a human-readable date/time.
This element can also be used to encode dates and times in a machine-readable way so that user agents can offer to add birthday reminders or scheduled events to the user's calendar, and search engines can produce smarter search results.
I feel like more serve for the smarter search engines so need add this tag.
@Sphinx The time stamp in the code is from 2008.
There's lots of things that have changed, many of the img align tags have been deprecated too.
