Kyiv is trying to replenish the ranks of its army as the war stretches into its third year, including by enticing emigrants to return to Ukraine.
Polish Foreign Minister Radoslaw Sikorski proposed on Friday (13 September) to “stop paying social security payments for people who are eligible for the Ukrainian draft”.
Some men fled Ukraine to avoid being drafted, despite an official ban on leaving the country that applies to most men of fighting age.
Ukraine’s Foreign Minister Andriy Sybiga said he would “support” the idea, but that it needed the “appropriate conditions”.
He added there were about a million men of mobilisation age abroad, including 300,000 in Poland.
The statements were made on Friday but the conference was embargoed until Saturday for security reasons.

Britain imposed sanctions against the Russian Aerospace Forces.
The UK has imposed sanctions against the Aerospace Forces (VKS) of the RF, the command of the russian military transport aviation and the 924th State Center for Unmanned Aviation, according to the British Foreign Office. Restrictive measures providing for the freezing of assets were applied in connection with the ongoing russian invasion of Ukraine.
Five russian transport vessels were also included in the sanctions list: SKIF-V, OMSKIY-103, MUSA JALIL, BEGEY and BALTIYSKIY. According to the document, they are involved in activities "the purpose or result of which is to destabilize Ukraine, undermine or threaten the territorial integrity, sovereignty or independence of Ukraine."
In addition, London imposed sanctions against five individuals and two legal entities of Iran for supporting the russian Fuckeration. In particular, the Baharestan Kish Company, which produces drones, fell under the restrictions.

After unsuccessfully attempting to join the Ukrainian Army, the suspect in yesterday's attempted assassination of former President Trump, Ryan Routh spent a few months in Kyiv with intent of associating himself with the war effort.
Publically available social media sources from the time of his visit warned that Routh was misrepresenting himself as a "recruiter" for the Ukrainian Armed Forces.
According to the New York Post and CNN, the man actively supported Ukraine on social media. In 2022, he wrote that he was ready to volunteer in Ukraine, and in 2023, he mentioned spending several months in the country after the start of the Russian invasion.

In 2023, 58-year-old sniper of the Security Service of Ukraine (SBU) Vyacheslav Kovalsky set a new world record by hitting a Russian soldier at a distance of 3,800 meters.
The historic shot was fired on November 18 on the frontline in the Kherson region. It took the bullet 9 seconds to reach the target at this record distance.
The shot was made using the Horizon Lord sniper rifle, developed by the Ukrainian company of the same name.
