Having spent less than 3% of annual U.S. military budget in security assistance, Ukraine managed to cut Russia’s combat capacity in half, U.S. Senator Lindsey Graham (R-SC) said at a press conference in Kyiv on Aug. 23.

At the press conference, Graham highlighted that the United States had spent less than 3% of its annual military budget to aid Ukraine in its war against Russia. He noted that the Ukrainian Defense Forces "have destroyed half of the Russian army."

"This is the best investment for American security ever; Ukraine is a fantastic partner — we have not seen such a partner since Churchill," the senator said.

Additionally, he pointed out that U.S. intelligence had made an error ahead of Russia's full-scale invasion of Ukraine, greatly overestimating the strength of the Russian army.

“When the Russian invasion began, we were told that Kyiv would fall in four days, and the country — in three weeks,” Graham adds.

Pentagon Plans to Begin Training Ukrainian Pilots on F-16s in U.S.

The decision is a shift from last week, when a U.S. official said the pilots could be trained in the United States if European training programs reached capacity.
The pilots will first receive English language training in Texas and then begin months of flight training in Arizona, said the U.S. official who addressed the issue on Thursday, speaking on condition of anonymity to discuss future training plans.

During his visit to Kyiv on Thursday, Norwegian Prime Minister Jonas Gahr Støre confirmed the country's plans to transfer a certain number of F-16 fighters.

"Norway supports Ukraine in its efforts to create a modern air defense system. This is important and necessary. We have already decided to train Ukrainian fighter pilots and announced in the summer that we will provide two Norwegian F-16 fighters for training," the Norwegian prime minister said at a press conference in Kyiv.

"We are planning to transfer Norwegian F-16 fighter jets to Ukraine and will provide further information on the transfer, quantity and delivery time in due course," he added.

According to the Norwegian public broadcaster NRK, it may be five to ten aircraft.

Today, instead of their usual news, Russians were presented with a message from military hackers commemorating Ukraine's Independence Day. This message was displayed on over 20 websites, including news outlets in the Northern Urals, which is an area known for its military-industrial complex production, and websites of logistics companies, according to StratCom of the Armed Forces of Ukraine. The message also included the number of Russians killed in the conflict.
