Budanov announced new attacks on the Russian Federation : we must show that Putin cannot protect Russians
The Central Intelligence Agency has developed a plan to reduce Russia's potential for war, which "covers many aspects", including operations on Russian territory.
According to Kirill Budanov, the head of the Ministry of Internal Affairs and Communications of the Russian Federation, in particular, new operations by Russian volunteers on the territory of the Russian Federation and new drone attacks are planned.
We have proposed a plan aimed at reducing Russian capabilities. It covers many aspects, for example the military industry ... critical military targets, their airfields, their command and control centers," Budanov said.
According to him, in particular, new operations of Russian volunteers on the territory of the Russian Federation and new drone attacks are planned.
According to the text of the publication, the head of the GUR called the goal of demonstrating that dictator Vladimir Putin cannot "protect the population from the penetration of war into Russia."
"When you sit, say, in St. Petersburg and watch the war only on TV, you always support. ... But people start to get nervous when an object is attacked near their house," Budanov explained.

NATO member The Netherlands, said it could buy Patriot systems for Ukraine from countries not prepared to give them directly.
Mark Rutte, the prime minister of The Netherlands, one of Ukraine's biggest backers, said at an EU leaders summit on Thursday that his country could offer Ukraine more help to combat Russia's invasion, The Guardian reported.
"We know that many countries are sitting on large piles of Patriot systems, maybe not wanting to deliver it directly," he said, adding: "We can buy it from them, we can deliver it to Ukraine, we have the money available. It's crucial."
Ukraine is searching for more Patriot systems as it runs low on air defenses to stop Russian attacks.
Some of its allies have said they have none to spare, while some other countries have said they are reluctant to give the weapon to a country at war.

"If the government can't, we can"
— Citizens of Slovakia raised two million euros to supply ammunition to Ukraine after the country’s authorities refused to do so.
Reuters reports this .
The government of the country's Prime Minister, Robert Fico, refused to participate in the international initiative of the Czech Republic to purchase artillery ammunition for Ukraine. After this, the residents themselves began collecting money for ammunition.
Fundraisers say they want to show that the majority disagrees with the country's foreign policy after the September election.

Ukrainian Armed Forces have shot down at least 100 Russian fixed-wing combat aircraft since the start of Russian full-scale invasion of Ukraine — British Defence Intelligence.
“On April 19, Ukraine managed to shoot down a Tu-22M3 heavy strategic bomber for the first time. This is another success for Ukrainian Air Defense. The aircraft was shot down by a modernized S-200 system. It is most likely that the Ukrainian Air Force shot down an A-50 UAV on February 23 using the same system,” the Intelligence service stated.

WASHINGTON (AP) — The Pentagon could get weapons moving to Ukraine within days
That’s because it has a network of storage sites in the U.S. and Europe that already hold the ammunition and air defense components that Kyiv desperately needs.
“We would like very much to be able to rush the security assistance in the volumes we think they need to be able to be successful,” Pentagon press secretary Maj. Gen. Pat Ryder said.
"We have a very robust logistics network that enables us to move material very quickly,” Ryder told reporters this past week. “We can move within days.”
The Pentagon has had supplies ready to go for months but hasn’t moved them because it is out of money. It has already spent all of the funding Congress had previously provided to support Ukraine, sending more than $44 billion worth of weapons, maintenance, training and spare parts since Russia’s February 2022 invasion.
When an aid package for Ukraine is announced, the weapons are either provided through presidential drawdown authority, which allows the military to immediately pull from its stockpiles, or through security assistance, which funds longer-term contracts with the defense industry to obtain the systems.
“In the past, we’ve seen weapons transferred via presidential drawdown authority arrive within a matter of days,” said Brad Bowman, director at the Foundation for the Defense of Democracies center on military and political power.
Those stocks are pulled from bases or storage facilities in the U.S. or from European sites where the U.S. has already surged weapons to cut down on the amount of time it will take to deliver them once the funding is approved.

U.S. WEAPONS STORAGE
The military has massive weapons storage facilities in the U.S. for millions of rounds of munitions of all sizes that would be ready to use in case of war. For example, the McAlester Army Ammunition Plant in Oklahoma sprawls across 45,000 acres (70 square miles) connected by rail and has a mission to surge as many as 435 shipping containers — each able to carry 15 tons (30,000 pounds) worth of munitions — if ordered by the president.
The facility is also a major storage site for one of the most used munitions on Ukraine’s battlefield, 155 mm howitzer rounds.
The demand by Ukraine for that particular shell has put pressure on U.S. stockpiles and pushed the military to see where else it could get them. As a result, tens of thousands of 155 mm rounds have been shipped back from South Korea to McAlester to be retrofitted for Ukraine
STORING WEAPONS IN EUROPE
According to a U.S. military official, the U.S. would be able to send certain munitions “almost immediately” to Ukraine because storehouses exist in Europe.
Among the weapons that could go very quickly are the 155 mm rounds and other artillery, along with some air defense munitions. The official spoke on the condition of anonymity to discuss preparations not yet made public.
A host of sites across Germany, Poland and other European allies also are helping Ukraine maintain and train on systems sent to the front.
For example, Germany set up a maintenance hub for Kyiv’s Leopard 2 tank fleet in Poland, near the Ukrainian border.
The nearby maintenance hubs hasten the turnaround time to get needed repairs done on the Western systems.

More than half of a £900m military fund for Ukraine run by the British Ministry of Defense has not been used because of bureaucratic delays in handing out contracts, — The Guardian.
The UK-led International Fund for Ukraine counts nine countries among its donors. Critics claim its provision of weapons to the frontline has been slow. Of the £900m donated by governments over the last two years, of which £500m came from the UK, just £404m has been committed or spent.
Some of the equipment covered in the contracts signed will not reach Ukraine until spring next year, ministers have admitted. The delays are said by MoD officials to have been caused by a need to assess each of the huge number of defense companies that have tendered for contracts.
“The UK-led International Fund for Ukraine is the largest fund of its kind and is delivering weapons on a regular basis to meet Ukraine’s most pressing needs – including air defense capabilities, drones, and mine clearance equipment – with more than £900m pledged so far by nine countries. Thousands of responses have been received from industry to International Fund for Ukraine requirements, each of which have had to be individually reviewed. We make no excuses for having made sure this was done properly and in a way that most effectively helps Ukraine,” said a spokesman for the UK Ministry of Defense.
