The Frankfurter Allgemeine Zeitung writes that Germany is suspending the allocation of new funds to help Ukraine. This means that the amount of aid will not exceed €8 billion allocated for this year and €4 billion for the next year.
Ukrainian Foreign Ministry spokesperson Heorhiy Tykhyi explained that the budget process is currently underway in Germany. According to him, the budget is to be approved in November, and only then will the level of support for Ukraine in 2025 be known. He also recalled that Germany initially allocated only €4 billion for Ukraine this year, and later the amount doubled.

The nine hundred and seventh day of large-scale armed aggression of the Russian Federation against Ukraine has begun.
In total, 139 combat clashes were recorded during the past day.
According to detailed information, yesterday the enemy launched five missile strikes against the positions of Ukrainian units and populated areas using seven missiles, as well as 88 airstrikes, in particular, dropping 96 anti-aircraft missiles. In addition, he carried out 4,679 attacks, 109 of them from rocket salvo systems.
The aggressor carried out airstrikes, in particular in the areas of the settlements of Borov, Kharkiv region; Moskovske, Oleksandro-Kalynove, Chasiv Yar, Kurdyumivka, Mykhailivka, Kostyantynivka, Myrnograd, Oleksandropil, Zelene Pole, Memryk, Shevchenko, Vodyane, Donetsk region; Novoandriivka, Novodanilivka, Kamianske in Zaporizhzhia; Odradokamyanka in the Kherson region.
Yesterday, the aviation and missile forces and artillery of the Defense Forces made 18 strikes on the areas of concentration of personnel and anti-aircraft defenses of the enemy, hit nine artillery systems and two more important objects of the occupiers.
In the Kharkiv direction, six combat clashes took place in the areas of the settlements of Vovchansk and Liptsi.
Ten enemy attacks took place in the Kupyan direction during the day. Defense forces repelled enemy assaults near Berestovo and Stelmakhivka.
The enemy attacked 24 times in the Lyman direction. Tried to advance near Makiivka, Nevsky, Grekivka, Novoehorivka, and Dibrova.
In the Siverskyi direction, Ukrainian defenders repelled nine assaults by Russian invaders near Spirny, Vyimka, and Pereizny.
In the Kramatorsk direction, the occupiers attacked 12 times, near Chasovoy Yar and Ivanovsky. The situation is under control.
In the direction of Toretsk, the enemy, with the support of aviation, carried out 19 attacks near Severnoy, Toretsk, and Zalizny.
In the Pokrovsky direction, our defenders repelled 46 assault and offensive actions of the aggressor in the direction of the settlements of Vozdvizhenka, Myrolyubivka, Novotroitsky, Novogrodivka, Grodivka, Mykolaivka, Zhelanny, and Zavitny. The greatest concentration of enemy attacks was near Grodivka, Mykolaivka and Novozhelanny, the enemy actively used assault and bombing aircraft.
In the direction of Kurakhiv, the Defense Forces repelled eight attacks in the direction of Krasnohorivka.
In the Vremiv direction, according to detailed information, the enemy launched three attacks on our positions near Vugledar.
In the Dnieper direction, two attempts by the enemy to capture our positions were unsuccesful.
No signs of the formation of enemy offensive groups were detected in the Volyn and Poliske directions.
On the border with the Sumy region, the enemy from the territory of the Russian Federation uses aviation to strike the areas of Ukrainian settlements.
Our soldiers are causing significant losses in manpower and equipment to the occupying forces.
In general, the Russian invaders lost 1,170 people in the past day. Ukrainian defenders also destroyed seven tanks, seven armored fighting vehicles, 71 artillery systems, one anti-aircraft missile system, 38 operational-tactical level unmanned aerial vehicles, 79 vehicles and two units of the occupiers' special equipment.

'SECRET’ CEASEFIRE TALKS ENDED
It’s being alleged that secret ceasefire talks have ended as Ukraine presses on in Kursk.
The Russians use the circular argument that as long as Ukraine persists in Kursk they won’t talk- but it’s OK if they press ahead on the Eastern Front while talks continued. Is it any wonder the talks were going nowhere? Besides they didn’t want them to come to anything anyway.

Apparently the Qataris were the centre of efforts for a partial ceasefire agreement. It would not have stopped fighting but it would have stopped any further attacks on Ukrainian energy infrastructure. Ukraine has lost 9Gw of the 18Gw it needs to get through the rough parts of winter. As it stands electricity will only be available at peak times for 7 hours a day. If they lose more things decline rapidly.
In exchange Russia wanted an end to the attacks on oil refineries and its own energy grid - which gives you an insight into how much of an effect those attacks have had.
The wider concept of a full ceasefire was never really on the cards - Ukraine wanted the Russians to withdraw completely and the Russians wanted Ukraine to surrender land that Russia hadn’t even occupied. They could not have been further apart.
Then came Kursk and the Russians said they would not send their delegation. Ukraine still wanted to talk but the Qataris said it was pointless. Since then Russia has said it won’t talk as long as Ukraine is in Kursk, something Putin has said publicly.
So we now have yet another cloud over the purpose of the Kursk offensive.
Ukraine had managed to inflict so much damage on Russian refineries that the Russians were ready to stop attacking Ukrainian energy grid systems and civilian targets.
That now won’t happen.
Analytically we can see the Ukrainians have a powerful retaliatory weapon in their drone capabilities if Russia does attempt to strike the energy grid again. They could ramp up their own attacks and do even more. So have they reached a state of deterrence informally?
The only advantage of formalising a deal to not attack key infrastructure would be a trust building exercise that might lead to the wars end.
Right now that is as far away as it’s ever been.
