Perhaps power/influence in a society always tends to concentrate; a natural law of sorts working in the reverse manner as entropy. How can an outside force counteract this phenomenon, if the outside force itself is continually corrupted by the concentrating nature of power?

What you seem to be addressing is a particular formation of power, that if I understand correctly- is the very same that from my observation is actually quite fluid in location and ownership- given enough external influence of a particular matter is applied appropriately in accordance to the natural laws that inheriantly govern it without peer or oversight.
To give a physical analogy, one can supplement such entities with various mixtures of oils and other fluids with varying contents and experiment with how each interact with each other under innumerable conditions and why may occur if manipulated due to certain introduced impurities.
