Nazis didn't put jewish people into concentration camps first, the first step was marking them. I expect similar here.

Don't play the "it's just bureaucracy" game with those who do not intend to play by the rules I suppose — people are having their doubts and I can't say these are completely ungrounded.

Interestingly, the concentration camps already exist. It's just random brown skinned US citizens they put there first, but the nazis had more than just jewish people in theirs too.

I'd like to elaborate a little. To me protesting early also seemed stupid because first steps are usually quite innocent, but these things always happen gradually and when it turns into something obviously wrong, it's usually too late to protest because other restrictive laws are already in effect.
I've seen this happen in Russia: no, Internet censorship won't be used for anything political — it's just to take down drug dealer sites and of course underage pornography (people like this shit universally and play along with it)… and a decade later I can't use Gemini without VPN anymore — because suspiciosly looking (to them) TLS connections to all major international hosting providers are filtered.
Foreign agent status is not the loss of rights just a simple bureaucratic procedure, so that people know who they are dealing with — and now even their property rights are severely limited, and local buisnesses can't buy advertisement from them, so now they can only have foreign sponsorship.
And no of course having to notify authorities about your meetings is not permission to protest — it's just to uphold law and order, and then you are only allowed to protest in some suburbs instead of city centre where your protest would be visible.

So in this case on the surface — yes, it's just an ID (although why do they need different passports), but knowing that Trump's general direction is a more authoritarian one, who knows what might happen later? What if at some point, e.g. in case of a serious economic downturn, he claims: "These people are registered enemies of the state — they are responsible for all your woes, get them!"— what is there to prevent it from happening? And for you it would be too late — you already have a "special" government document.
He's alredy looking for a way to have a legal status of "internal enemy" — his statements about Antifa, so the turn of event when he would need some group of people to pin problems on, seems very likely to me.
Also his use of national guard — right now it's something relatively innocent: it's to reinforce ICE and people who don't like migrants do not see it as a problem, but to me it already looks like he's testing waters in preperation for more serious mass-protests.

I suppose if you look like a woman or a man but your passport says that you're a man or a woman respectively, then that makes you visible and easy to single out. Is that what you meant?

Not the same as a star, that is correct.
But it will make those people stand out when they have to correct others on matters where the biology does not matter, and it will incite conflict.
And i think that is exactly the purpose.

"Lead to" would mean it naturally follows, but the ostracization is just so nobody will stop the violence that comes later and is a seperate unacceptable decision.

I think you were more sensitive to ostracization in the area of mental health. Would you not say that it erodes safety for the ostracized?

@light Because you neglect to take into account the already started build up of nonsensical conflict. Anyone passing well enough could mostly live their life in peace, if not for the mark. So what good is building senseless conflict if the people willing to engage in it can't spot the "enemy"?
