This was a politically motivated spree killing, carried out by a member of a worldwide movement, in order to platform it's views. In this case that women aren't people.
If you are outraged that the state does not consider this terrorism then let it be the beginning of an understanding. The state does not view this as an attack on itself, therefore it does not view it as terrorism.
Granting the state more extensive powers in the wake of the Plymouth spree killing is going to do the very opposite of promoting public safety.
