Israel already vaccinated 1/4th of their peopleb (by far highest rate worldwide). Yet again another argument to fund science and research. As the article puts it, "You wouldn't wait for a war to break out to start finding the military". Yet that's exactly what most countries are doing.
Another interesting thing it proves is that the government efficiency is just one factor of abysmally slow COVID vaccination... Arguably not even the most important one...
