Chester A. Arthur was a general in the civil war, but he's mostly known (or unknown) as a president of the United States.

I think London is mostly known for her TV work in the US and some may know her from her relationships with rappers. She's done a few movies, not big ones with worldwide releases, so her notoriety is mostly provincial, to the US.

@Pat @willzy There is apparently (at least in the movie) a school in New York which is named after him and which plays a central role in the movie, therefore the name is part of the villain's riddle. That made him quite memorable for me.
